Medical Cannabis Coverage Under Canada’s Interim Federal Health Program (IFHP) (2026)

If you are a refugee claimant, protected person, resettled refugee, or otherwise covered under Canada’s Interim Federal Health Program, you may be eligible for medical cannabis coverage through a Health Canada licensed seller — at little to no cost. This guide explains how IFHP cannabis coverage works, who qualifies, and how to access it.
What Is the IFHP?
The Interim Federal Health Program (IFHP) provides limited, temporary health coverage to people in Canada who are not yet eligible for provincial or territorial health insurance. It is funded by Immigration, Refugees and Citizenship Canada (IRCC) and administered by Medavie Blue Cross.
IFHP coverage is available to resettled refugees and protected persons; asylum claimants; victims of human trafficking and family violence; foreign nationals detained by the Canada Border Services Agency; and certain designated humanitarian groups.
Coverage is temporary. Once a beneficiary becomes eligible for their province or territory’s health insurance plan, IFHP coverage ends.

Does the IFHP Cover Medical Cannabis?
Yes. Medical cannabis authorized by a healthcare practitioner and obtained through a Health Canada licensed seller is covered under the IFHP’s prescription drug benefit. A licensed seller registered with IFHP bills Medavie Blue Cross directly on your behalf.
Flora Initiative is a registered IFHP provider. IFHP-eligible patients who register with Flora pay nothing upfront for their cannabis orders — Medavie Blue Cross is billed directly at the point of order.
Important: Co-Payments Beginning May 1, 2026
Effective May 1, 2026, the IFHP will introduce co-payments for supplemental health benefits, including prescription medications. For prescription drug coverage, the co-payment is $4 per prescription filled or refilled.
This means IFHP patients registering with Flora before May 1, 2026 pay zero. Patients registering after May 1, 2026 pay $4 per order at the point of dispensing.
Co-payments do not apply to basic health care benefits such as physician visits and hospital services. The cannabis coverage itself continues — only the small co-payment is new.

Who Qualifies
IFHP coverage requires that you are in one of the eligible groups listed above and are not yet eligible for provincial or territorial health insurance. You do not need to be a Canadian citizen or permanent resident. You do need a valid IFHP eligibility certificate and a Unique Client Identifier (UCI) number, found on your IRCC documents.
Your healthcare practitioner must be registered with the IFHP to provide the medical authorization. Not all practitioners are registered — contact Medavie Blue Cross or use the IFHP Provider Search to find a registered practitioner in your area.
What You Need to Register
To register with Flora as an IFHP patient:
- A medical authorization document from an IFHP-registered healthcare practitioner
- Your IFHP eligibility certificate
- Your UCI number (format: eight or ten digits, found on IRCC documents)
- Government-issued photo ID
Flora handles document submission and billing setup with Medavie Blue Cross on your behalf. You do not contact IRCC or Medavie Blue Cross to initiate coverage — your licensed seller does this as part of registration.
How Direct Billing Works
Once registration is confirmed, your orders are billed directly to Medavie Blue Cross under your IFHP coverage. You pay nothing upfront beyond the $4 per-order co-payment that takes effect May 1, 2026. No receipts to submit, no reimbursement forms.
Your authorization is tied to your registered licensed seller. If your authorization expires, coverage lapses until a renewed document is on file. Flora tracks authorization expiry dates for registered patients and initiates renewal outreach before coverage lapses.
Accessing a Healthcare Practitioner
IFHP beneficiaries may face barriers accessing a healthcare practitioner for medical authorization — particularly if they are newly arrived, without a family doctor, or navigating language barriers. A few options:
