Get a Medical Cannabis Authorization Through Flora: Clinical Assessment for Veterans and Federal Program Patients

Most licensed cannabis sellers will register you once you already have an authorization. Flora does something different: we help you get one.

The clinical team behind Flora’s assessments are the same practitioners whose work produced the peer-reviewed CMAPS research — the Canadian Managed Alcohol Program Study, independently evaluated by the University of Victoria’s Canadian Institute for Substance Use Research and published in the International Journal of Drug Policy. That research documented cannabis substitution outcomes in populations with complex needs, severe alcohol use disorder, and significant trauma histories. These are not practitioners encountering harm reduction for the first time. They are the people who built the programs the evidence is based on.

If you are a veteran, RCMP member, CAF member, or covered under the Interim Federal Health Program and you need a medical cannabis authorization — whether for the first time, after a lapse, or because your current provider won’t authorize — this is how it works.


No Cost. No Travel. No Referral Required.

The assessment is virtual and available across Canada. There is no cost to you. You do not need a referral from your family doctor, and you do not need an existing authorization.

You fill out Flora’s application. Our team books you with a licensed physician through our clinic partner. The consultation happens by video or phone, at a time that works for you. If the practitioner determines authorization is clinically appropriate, your medical document is issued directly to Flora. Your registration is set up, and your first shipment is arranged — all without you having to coordinate between a clinic, a licensed seller, and a billing program.

Why This Matters for Veterans

Veterans’ Affairs Canada reimbursement requires a medical authorization from a licensed physician or nurse practitioner. It also requires that your licensed seller be registered with Medavie Blue Cross for direct billing. Flora holds both the clinical pathway and the billing registration.

Many veterans have encountered the same wall: a family doctor who is reluctant to authorize cannabis, or no family doctor at all. The VAC reimbursement system is only useful if you can get through the clinical door first. Flora’s clinical team exists specifically to open that door for patients who have the coverage but can’t access the authorization.

If you are switching from another licensed producer, the same pathway applies. We can assess and authorize you at Flora, transfer your existing medical document if you prefer to keep it, or work with whatever documentation you already have.


What the Assessment Covers

The consultation is a genuine clinical assessment — not a checkbox exercise. The practitioner reviews your medical history, your reasons for seeking cannabis, your current medications and health conditions, and any prior cannabis use. They will ask about your goals: symptom management, sleep, pain, anxiety, substitution for other substances, or other reasons you’ve identified.

If authorization is appropriate, the medical document specifies your daily authorized quantity in grams and a period of use up to one year. The practitioner sets these based on your individual clinical picture, not a default template.

If the practitioner determines that cannabis is not appropriate for you at this time, they will tell you why and discuss what alternatives or next steps make sense for your situation.


After Authorization: What Flora Handles

Once your authorization is issued, Flora manages everything that follows. We register your medical document with our Medavie Blue Cross direct billing account, set up pre-authorization for VAC reimbursement, and arrange your first shipment. You do not interact with Medavie Blue Cross directly, and you do not pay out of pocket.

Renewal is annual. Flora tracks your authorization expiry and contacts you before it lapses so your supply is never interrupted. If your clinical needs change — you want to adjust your daily quantity, change product form, or discuss something with the practitioner — the same clinical team is available.
