Veterans Affairs Canada does not administer its own cannabis benefits directly. That role belongs to Medavie Blue Cross, which processes all VAC cannabis claims on behalf of the federal government. This guide explains how that relationship works, what changed in 2026, and what veterans need to have in place for direct billing.


Who Medavie Blue Cross Is

Medavie Blue Cross is the third-party benefits administrator contracted by Veterans Affairs Canada to manage the VAC health benefits program, including cannabis for medical purposes. When a licensed seller submits a claim for a veteran’s cannabis order, that claim goes to Medavie Blue Cross — not directly to VAC.

What Changed in 2026: The New Reimbursement Rate

Effective 2026, Veterans Affairs Canada reduced the maximum cannabis reimbursement rate from $8.50 per gram to $6.00 per gram. This change was introduced through Budget 2025, tabled November 4, 2025, and applies to all VAC-covered cannabis purchases regardless of which licensed seller the veteran uses.

What this means for your coverage: if your licensed seller prices cannabis above $6.00 per gram, Medavie Blue Cross will reimburse up to $6.00 and you are responsible for the difference. At 3 grams per day — the standard maximum — a seller charging $8.50/g now costs approximately $225 per month out of pocket.

If your licensed seller prices at or below $6.00 per gram across all product formats, your cost remains zero.

How Direct Billing Works

Direct billing means the licensed seller invoices Medavie Blue Cross at the point of order. The veteran pays nothing upfront and receives no bill. Coverage is applied automatically.

For direct billing to function, three things must be in place simultaneously:

1. A valid medical authorization document — issued by a healthcare practitioner licensed to authorize cannabis in your province, with your daily gram authorization specified and a future expiry date.

2. Active registration with a Health Canada licensed seller — recreational dispensaries do not qualify regardless of what products they carry.

3. Confirmed VAC eligibility — your K-number and benefit status must be verified with Medavie Blue Cross. Your licensed seller handles this verification as part of onboarding.

Once all three are confirmed, your first direct-billed order typically processes within 5–7 business days of completing registration.

Reimbursement (When Direct Billing Isn’t Available)

If your licensed seller does not offer direct billing:

  1. You purchase cannabis and pay the full amount upfront
  2. You submit receipts to Medavie Blue Cross
  3. Medavie reimburses up to $6.00 per gram within your authorized daily quantity

Claims must be submitted within 18 months of the order date. Claims submitted after 18 months are rejected and not reconsidered.

What Documents Medavie Blue Cross Needs

Your licensed seller will coordinate document submission on your behalf. You will need to provide:

  • Your K-number (format: K1234567, found on your Blue Cross benefit card)
  • Your medical authorization document
  • Government-issued photo ID matching your medical document

Medavie Blue Cross does not accept medical documents from healthcare practitioners who are not licensed to authorize cannabis in your province. If there is an issue with your authorization, your seller should notify you so it can be addressed before your first order.

Transferring Between Licensed Sellers

Switching from one licensed seller to another does not require a new medical document and does not involve contacting Medavie Blue Cross directly. Your new seller handles the transfer. Billing with the new seller begins once the medical document transfer is confirmed with Health Canada.
