Medical Cannabis Coverage Under VAC, CAF, RCMP, and IFHP: One Provider Registration, Four Federal Programs

Most veterans and serving members know that Veterans Affairs Canada covers medical cannabis. Fewer know that Canadian Armed Forces members, RCMP regular members, and IFHP beneficiaries are covered under the same administrative system — and that a licensed seller registered with that system can bill all four programs simultaneously.
This article explains how the system works, what each program covers, and what it means practically for patients and the practitioners who refer them.
The Administrative Structure
Medavie Blue Cross is the federal government’s contracted benefits administrator for four health programs:
- Veterans Affairs Canada (VAC)
- Canadian Armed Forces (CAF)
- Royal Canadian Mounted Police (RCMP) — regular and special constable members
- Interim Federal Health Program (IFHP)
A licensed cannabis seller that completes the standard Medavie Provider Registration and Claims Submission Agreement is enrolled under all four programs simultaneously. The registration agreement explicitly names VAC, CAF, RCMP, IFHP, and Medavie Blue Cross subsidiary plans as programs subject to its terms. It is not four separate agreements — it is one.
Electronic Pre-Authorization
One operational distinction: electronic pre-authorization through the Medavie provider portal is available only to VAC and IFHP clients. CAF and RCMP pre-authorizations follow a different process. Program-by-Program: What Applies
Veterans Affairs Canada (VAC)
VAC covers medical cannabis authorized by a licensed healthcare practitioner and purchased from a Health Canada-licensed seller. The current reimbursement rate is $6.00 per gram (reduced from $8.50/g effective 2026 through Budget 2025). The standard daily quantity limit is 3 grams; higher quantities require specialist documentation or a palliative diagnosis.
Flora prices all products at $6.00/g across all formats. Eligible VAC patients have no out-of-pocket cost.

Canadian Armed Forces (CAF)
CAF members receiving treatment benefits for a service-related injury may qualify for continued coverage of those benefits through VAC after release. Medavie Blue Cross administers both CAF treatment benefits and VAC benefits, and provides an “alignment of healthcare benefits” review for releasing members — a process to carry existing benefits across the transition without a coverage gap.
For cannabis specifically, CAF members within six months of release who hold a VAC disability benefit are eligible for an alignment review. Medavie Blue Cross handles the transition. Members should initiate this through the Medavie portal or by calling 1-833-494-0661.
CAF members who do not yet have a VAC disability benefit should contact their nearest CAF Transition Centre before release.

Royal Canadian Mounted Police (RCMP)
Health care benefits for RCMP regular members and special constables are administered by Medavie Blue Cross. These members access the same Medavie portal as VAC clients and can submit claims to the same system.
Important distinction: RCMP civilian members and public service employees use Canada Life as their benefits administrator, not Medavie Blue Cross. Flora’s Medavie registration does not cover civilian RCMP employees. If you are an RCMP civilian member, contact your HR or benefits office to confirm your coverage structure before registering with a licensed cannabis seller.
Additionally, certain RCMP members eligible under the Veterans Health Care Regulations are included as “other qualified individuals” under VAC’s cannabis reimbursement policy. Some RCMP members access cannabis coverage specifically through the VAC program — not through a separate RCMP cannabis benefit. Your Medavie Blue Cross benefit card and your divisional Health Services office can confirm which program applies to your situation.

Interim Federal Health Program (IFHP)
IFHP provides limited, temporary health coverage to refugee claimants, protected persons, resettled refugees, victims of human trafficking, and certain other humanitarian groups who are not yet eligible for provincial health insurance. It is administered by Medavie Blue Cross on behalf of Immigration, Refugees and Citizenship Canada.
Medical cannabis authorized by an IFHP-registered healthcare practitioner is covered under the IFHP prescription drug benefit. Flora bills Medavie Blue Cross directly for IFHP patients.
Effective May 1, 2026, IFHP patients will pay a $4 co-payment per prescription filled or refilled. IFHP patients registering with Flora before May 1, 2026 have no out-of-pocket cost.

What This Means for Practitioners
If you are a physician, nurse practitioner, or clinic administrator working with patients across these populations — veterans, serving members, RCMP, or newly arrived refugees — the same licensed seller can handle direct billing for all of them.
You do not need to identify a different cannabis supplier for each population. You need one supplier registered under the standard Medavie agreement.
The clinical authorization process is the same regardless of which program the patient is enrolled in: a medical document issued by a licensed healthcare practitioner specifying daily gram authorization, registered with a Health Canada licensed seller, with Medavie eligibility confirmed. The seller handles billing from that point.
Registering with Flora Under Any Program
Regardless of which program applies, Flora’s registration process is the same starting point:
- A valid medical authorization document from a licensed healthcare practitioner
- Program identification (K-number for VAC; RCMP benefit card; UCI number for IFHP; M-number and VAC file for CAF transition)
- Government-issued photo ID
Flora submits document verification and billing setup with Medavie Blue Cross on the patient’s behalf.
