VAC Medical Cannabis Coverage Guide for Veterans (2025)

This guide was originally published in November 2025 and reflects VAC cannabis policy as it stood at that time. It is retained for reference. What Documents Does VAC Require?

According to Veterans Affairs Canada’s official policy, veterans need two documents for cannabis coverage:

  1. Medical Authorization Document — A medical document completed and signed by your healthcare practitioner
  2. Registration Confirmation — Proof of registration with a Health Canada licensed seller

Who Is Eligible for VAC Cannabis Coverage?

VAC states that eligible clients must:

  • Be a VAC client with health care benefits
  • Have a medical authorization from a healthcare practitioner
  • Be registered with a federally licensed seller of cannabis for medical purposes

Coverage Limits — 2025 Policy (Now Superseded)

As published by Veterans Affairs Canada at the time of original publication:

  • Maximum daily quantity: 3 grams per day
  • Reimbursement rate: Up to $8.50 per gram (plus applicable taxes)

Exceptional Coverage

VAC policy states that amounts exceeding 3 grams per day require:

  • Documentation from a medical specialist, OR
  • The veteran has a diagnosis of palliative cancer or ALS

How to Access VAC Cannabis Coverage

Step 1: Medical Consultation Obtain a medical document from a healthcare practitioner authorized to prescribe cannabis in your province.

Step 2: Register with a Licensed Seller Register with a seller licensed by Health Canada. The current list is maintained by Health Canada.

Step 3: Submit for Coverage Your medical document and registration are provided to process your coverage. VAC contracts Medavie Blue Cross to administer cannabis benefits.

Transferring Between Licensed Sellers

Veterans can transfer their medical authorization between licensed sellers without a new medical document, provided the document remains valid.
